Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Significant resources is allocated on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, continue.
Political Considerations
It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does little to discourage Russia, through diplomacy or military means, from believing that the situation will not change more in its favour in the near future.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its favour.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
